Melt butter in a saucepan over low heat. Add milk, garlic powder, paprika, and shredded cheddar. Stir continuously until the cheese melts and the sauce is smooth.

Add the cooked macaroni to the cheese sauce and mix until entirely coated. Fold in the cooked beef and half of the chopped bacon pieces.

Spoon portions of the macaroni mixture onto the center of each tortilla. Top with additional bacon if desired. Fold in the sides and roll tightly to secure the filling.

Heat oil or butter in a clean skillet over medium heat. Place rolls seam-side down and toast each for 2–3 minutes per side until golden and crisp.
