Preheat oven to 350°F (175°C). Line a muffin tin with red, white, or blue cupcake liners. In a bowl, whisk together flour, baking powder, and salt. In another large bowl, beat butter and sugar until light and fluffy. Add eggs one at a time, then mix in vanilla. Alternately fold in dry ingredients and milk, beginning and ending with the flour mixture.

Fill cupcake liners 2/3 full with batter. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean. Allow to cool completely on a wire rack.

Beat butter until creamy and smooth. Gradually incorporate powdered sugar, then mix in vanilla extract, heavy cream, and salt until well combined. Divide the frosting into three equal portions: leave one white, color one red, and one blue using food coloring.

Transfer colored frostings to piping bags. Create a patriotic swirl by placing all three colors side-by-side in one piping bag, or use a tri-color coupler. Pipe frosting onto cooled cupcakes in a swirl pattern. Garnish with sprinkles, edible stars, and small American flags.
