Pour in the vegetable oil and milk, continuing to mix until fully blended.

Sift flour, cocoa powder, baking powder, and salt together. Gradually add the sifted dry ingredients into the wet mixture, stirring gently with a spatula or whisk until the batter is smooth and uniform, avoiding overmixing.

Grease and flour a cake pan, or line with parchment paper, ensuring even coverage.

Pour the batter into the prepared pan and bake for 30 to 40 minutes. Test doneness by inserting a toothpick into the center; it should emerge clean.

Remove cake from oven and allow to cool completely in the pan. Once cooled, optionally dust with powdered sugar or drizzle with chocolate sauce before slicing.
