Heat 1 tablespoon oil in a large skillet over medium heat. Add ground beef, breaking it up with a wooden spoon, and cook until fully browned. Transfer beef to a plate and set aside.

Add remaining 1 tablespoon oil to the same skillet. Add diced potatoes and cook for 8 to 10 minutes, stirring occasionally, until golden and just tender.

Add chopped onion and minced garlic to the potatoes. Continue cooking for 2 to 3 minutes until softened and fragrant.

Return browned beef to the skillet. Stir in paprika, dried oregano, salt, and black pepper. Mix thoroughly to combine the flavors.

If desired, sprinkle shredded cheddar cheese over the mixture. Cover and allow cheese to melt for 2 to 3 minutes.

Top with chopped parsley or green onions as preferred. Serve hot directly from the skillet.
