Preheat oven to 175°C and place liners in a cupcake tray.

In a large bowl, whisk together flour, granulated sugar, cocoa powder, baking soda, baking powder, and salt until fully blended.

Add the egg, milk, vegetable oil, and vanilla extract to the dry ingredients and mix until smooth and homogenous.

Gently pour in the boiling water, mixing slowly until the batter is thin and well combined.

Divide the batter evenly among the cupcake liners, filling each about two-thirds full.

Bake in the centre of the oven for 18 to 20 minutes or until a toothpick inserted into the centre comes out clean. Cool completely on a wire rack.

Spread chocolate frosting on each cooled cupcake. Decorate with two mini pretzels for antlers, two candy eyes, and a red candy for the nose.
