Steam or boil the chopped broccoli florets in salted water until just tender, approximately 3–4 minutes. Drain thoroughly, allow to cool slightly, then finely chop.

In a large mixing bowl, blend the chopped broccoli with cheddar, Parmesan, flour or almond meal, eggs, chopped onion, minced garlic, salt, and pepper. Stir until the mixture is evenly incorporated.

Scoop a portion of the mixture and gently form into small, uniform patties using your hands, pressing to compact for stability.

Pour a thin layer of olive oil into a large nonstick skillet and heat over medium. Fry patties in batches for 3–4 minutes per side until golden and crisp. Drain briefly on paper towels.

Preheat oven to 190°C. Arrange patties on a parchment-lined baking tray. Bake for 15–20 minutes, flipping carefully at the halfway point, until golden throughout.
